Guild Wars 2 is all about building your character, unlocking the abilities you want, and creating the character you want to play as. To level your character up, you will have to use Hero Points
p2w means paying for skip content, pay > skip to lvl 80, pay> skip gearing, pay> skip hero point chase, pay> skip grind, if thats not p2w then I must say that black desert isn't pay to win Pay-to-win actually means paying for a power advantage that cannot be obtained without paying for said power advantage.
It is before level 80(More specifically before level 45) is when choosing which utility skills and traits becomes important. Also, anyone who's worrying about min-maxing on their first character at level 11, is playing the wrong game. At level 1-45 is the best time to min-max. After that, OP can choose liberally on how he spend his hero points.
not at the moment, hero points will be used in elite specializations as well. They are a hard capped resource, so any use for them would need to be pretty good. you have to let them sit. they are a non-renewable resource in the game and will only be used for unlocking skills and traits of core and elite specs.

I bought game about a month ago and leveled a guardian and maxed his armorsmithy.After hitting 80 and getting comfortable with the game,i boosted a warrior.I want to use the warrior as my main after giving him a shot. I am totally lost on elite specs , builds and weapons,armor and stats
The other way to get hero points is from the open world hero points in the expansion maps that are worth 10 points each; a far more efficient way to get points. So really you don't have much of a choice when it comes to avoiding exploring the open world while maxing your specs. My only suggestion might be to follow a hero point train.
